From January 1, 2016 to December 31, 2016; 1,001 reports to Child Welfare Services were opened for investigation, 589 of which had at least one of the intervention reasons listed as General Neglect. There are three types of General Neglect: basic necessities, positive toxicology screening at birth and unhealthy home. “Basic necessity” and “unhealthy home” are directly correlated to substance use disorder. The task the attendees were charged with was to create a plan that will result in a reduction of Humboldt County’s general neglect cases. This is the plan they created.
